The US is working on a new UN resolution intended to encourage foreign assistance in Iraq. Five bucks says the first version circulated turns out to be unacceptable to the Security Council.

Unfortunately for Bush, he’s negotiating from a position of weakness. After having said he doesn’t need the UN and calling the Security Council irrelevant, he’s now finding that he has to go back and ask them for help. There aren’t many weaker negotiating stances than that.

The initial version, at least how the Bu**sh** administration is talking at the moment, will still put all foreign troops under US control. A French minister was on NPR this morning with a response that essentially boiled down to "We're sorry, we have to wash our hair" -- he pointed out that sending one's troops to serve under another country's flag (as opposed to being under UN admin) makes them, in effect, mercenaries, which most countries' constitutions (including France's) prohibit.
