Exactly what is 'Huey Long' like about it? If they want to pay their people millions, they can make their own damn money. These are utterly failed institutions; they are bankrupt. In any reasonable capitalist society, they would in fact go into bankruptcy, and butchered for parts. And believe me, there would be no billions of bonuses paid out in that process.
They've made the claim that they are 'too big to fail' that they can be infinitely reckless and pile up the personal bonuses, but that when the disasters they created come back, that they are entitled to not only those fraudulent monies -- and they were fraudulent -- but even more money straight from taxpayers.
"They have to retain people"? Screw that. If there's anyone involved who actually *has* skills enough to be hired somewhere else, I damn well want them to be. They should be working for a well run institutions, not these wrecks. More efficient.

The Share Our Wealth program was remarkably progressive. It was certainly more progressive than the New Deal. Huey Long may or may not have meant it -- he was certainly using it as a vehicle for political power. Whether or not he was sincere as well, I dunno.
Long was one of the more complex figures in our political history. I sort of expect Obama is going to be another one. If he's half as effective as Long was, we're in for a pretty good four years.
